You must assign the following permissions to allow players to record and send messages:

Permission	Description
messages.vmsg-usage	Allows using /vmsg to send private voice messages
pv.voicemessage.local	Allows recording and sending local voice messages
pv.voicemessage.global	Allows recording and sending global voice messages
